Liang Eng Hwa (Chinese: 连荣华; pinyin: Lián Rónghuá; born 20 March 1964)[1][2] is a Singaporean politician and banker. A member of the People's Action Party (PAP), he has been the Member of Parliament representing Bukit Panjang Single Member Constituency (SMC) and the Chairman of Holland-Bukit Panjang Town Council since 2020 and previously the Zhenghua division of Holland–Bukit Timah Group Representation Constituency (GRC) between 2006 and 2020.[3]

Education

Liang attended Bukit Panjang English School and Anderson Secondary School[4] before graduating from Singapore Polytechnic in 1984 with a diploma in civil engineering.[5]

He subsequently went on to complete a Bachelor of Commerce with first class honours degree at the University of Melbourne.[4]

Career

Liang was a managing director at DBS Bank and a board member of the Urban Redevelopment Authority from 2009 to 2018.[4]

Political career

Liang started serving as a Member of Parliament (MP) in 2006 after he joined a People's Action Party (PAP) team contesting in Holland–Bukit Timah Group Representation Constituency (GRC) during the 2006 general election which was uncontested. During the 2011 general election, he joined a four-member PAP team contesting in Holland–Bukit Timah GRC again and won with 60.08% of the vote against the Singapore Democratic Party (SDP).[6] Liang was declared as a MP for his second term on 9 May 2011.[7] He was also appointed chairman of the Finance, Trade & Industry Government Parliamentary Committee (GPC) in the 14th Parliament.

During the 2020 Singapore general election, incumbent MP for Bukit Panjang Single Member Constituency (SMC), Teo Ho Pin, announced his retirement from politics.[8] Liang was then announced as the replacement candidate for Teo.[8] He won the election with 53.74 percent of the vote, a narrow margin of 2,509 votes, against SDP's Paul Tambyah.[8] In the 2025 general election, Liang contested in Bukit Panjang SMC again and won with 61.41% of the vote, against SDP's Tambyah who only got 38.59%. The difference in Liang's votes to Tambyah's in 2025 as compared to 2020 was described as a "comfortable margin" for the PAP.[9]

Personal life

Liang is a Buddhist.[3]

On 26 July 2023, it was revealed that Liang was diagnosed with early stage nose cancer.[10]
